Add library name and pipeline tag, link to paper

This PR adds the library_name and pipeline_tag, ensuring it can be found at https://huggingface.co./models?pipeline_tag=question-answering as well
as ensuring the "how to use" button appears at the top right.
It also adds a link to the paper page to the model card.
